Noosa’s Superseded Planning Scheme – The Noosa Plan 2006

Noosa Plan 2020 was gazetted and came into effect on 31 July 2020. The new scheme, which replaces the Noosa Plan 2006, serves as a blueprint for the region's primary policy and future directional document to manage development - including new or changing land uses, subdivision, building works, landscaping and clearing of vegetation and all forms of engineering works. Noosa Plan 2020 is the culmination of several years of consultation, engagement and review with the community and state agencies.

Making a Superseded Planning Scheme Request
The Planning Act 2016 allows a request to be made to Council to apply a superseded planning scheme to the carrying out of a development or have a development proposal assessed under the provisions of the superseded planning scheme, being Noosa Plan 2006. Applicants have one year from the commencement of Noosa Plan 2020.

A superseded planning scheme request enables a person to find out the local government's position before taking further action, such as lodging a development application or carrying out development.

Council will have 30 days to decide upon a request being made, and 5 days to notify you of that decision. If the Decision Notice approves the request, a planning approval may or may not be required depending on the development proposal and whether it required planning approval under the superseded Noosa Plan 2006.

I wanted to reassure you that it is ‘business as usual’ for Murray & Associates. There is no change to the reliability and timeliness of our service.

We’re actively following the advice from the Australian Government, the Department of Health and WHO and we will adjust our position as necessary to ensure a safe environment and minimise the spread of the COVID-19 virus.

Our main priority at Murray & Associates is to ensure the health and safety of both our clients, visitors and team members. We will continue to assist with all your project needs via office landline, mobile and email as we try to maintain social distancing safe practices. Our field staff are still providing surveying services within the restrictions and measures implemented to mitigate associated risks as a result of the virus.

Nambour Grooves To A New Beat – Planning Scheme Amendments Approved

Nambour CBD is set to be the heart of the Sunshine Coast’s live music scene. The Sunshine Coast Council has approved the Planning Scheme 2014 (Qualified State Interest Amendment) and Planning Scheme Policy (Amendment) No.21 on 15 January 2020, designating part of Nambour’s activity centre as a special entertainment precinct. The amendments to noise and planning laws change how entertainment venues are regulated, including live music venues, restaurants, bars and micro-breweries across Nambour and Maroochydore CBD’s.

With the head office of Murray & Associates on Nambour’s Currie Street, we’re excited to see a new CBD evolve and bring with it a fresh vibrancy.

Thank you to our Firies!

There wouldn't be many people in Australia unaffected or untouched by the current fire season. From evacuations, property destruction, changed travel and holiday plans or witnessing the heartbreaking images of our unique bushland and wildlife being destroyed, there has been little respite these last few months.

One of our employees, Patrick, has seen it all having just returned from service after helping fight the fires in New South Wales as part of a strike team sent from the Queensland Fire & Emergency Service. The team at Murray & Associates would like to say a big THANK YOU to everyone doing their bit on the frontline to help protect our people, property, flora and fauna.

The Sky’s the limit for Murray & Associates

Murray & Associates are kicking off 2020 with an expansion into Aerial Surveying. Surveyors from our Sunshine Coast and Emerald offices completed intensive training late last year to obtain their RePL (Remote Pilot Licence), with further training for our Chief Pilot to obtain the ReOC (Remote Operators Certificate) this year.

Using a specialised drone, our Surveyors can obtain volumetric data on stockpiles and bulk earthworks for a multitude of projects within mines, agriculture and civil construction. The investment in staff training and new equipment is substantial, but the opportunity to provide new services to our clients is significant and shows our commitment to meeting increasing demands and maintain our position as being at the forefront of the latest technology.

Along with being able to produce volumetric surveys, the drones can also be used for high res imagery of current land parcel constraints to assist with Town Planning applications at the concept stage.

Celebrating 40 Years – Jenelle Boyle

Jenelle started her career in 1979 at the tender age of 15 with the then named, JFH Murray & Associates. As an Office Junior, Jenelle was receptionist, typist and chief tea and coffee maker…served with two biscuits!

Over the years Jenelle has seen many changes within Surveying and Town Planning. She reminisces, “A development application used to be a single sheet cover letter, a single page application form and three colour copies of the proposed plan, with file copies being held together with a dressmaking pin”. Although a simpler application process and less bureaucracy then, not having to use typewriters and send all communication via post has made things a little more efficient for her and the Surveyors of today. “The Surveyors would hand plot all field work which was then hand drafted - in the case of cadastral surveys, or traced over onto transparent paper - in the case of contour and detail surveys”, a quite time consuming task in comparison to the CAD systems now utilised.

Today, Jenelle is our go-to person in the Nambour office for all plan registrations and application processes, yet she insists “I’ll still never know it all, once a year something will come up with a new titling procedure”.

The Directors wish to thank Jenelle for her dedicated service to the company and enjoy many more years of having her as such an integral part of the Murray’s team.

MEDIA RELEASE: SOUTH EAST QUEENSLAND REGIONAL PLAN RELEASED FOR PUBLIC COMMENT UNTIL 3 MARCH 2017

The draft South East Queensland Regional Plan (SEQRP) has just been released by the State Government for public comment! The SEQRP provides a framework for managing the region’s growth over the next 25 years, including population forecasts which will see South East Queensland accommodate an additional 2.2 million people by 2041. All land in the South East Queensland Regional Plan Area is identified in one of the following planning designations:

Urban Footprint;
Regional Landscape and Rural Production areas; or
Rural Living Areas.

The designation over your property can significantly impact the use and development potential of the land. As such, we are encouraging all landowners & investors in South East Queensland to check whether their land designation has changed in the release of the Draft Regional Plan. If the land has not been changed and you believe there are potential or reasonable grounds for the land use designation of your property to change, now is the time for you to have your say!

Public consultation is now underway until Friday 3 March 2017 and the State Government is seeking submissions. If you are unsure of what these changes mean, are interested in finding out if your property has been affected or wish to lodge a submission to the State Government, please contact our Nambour or Caboolture Offices to discuss with one of our Town Planners.

Fergus McMaster – 25 Years Continuous Service

On the 13th July 2017 our Roma Manager, Fergus McMaster celebrates 25 years of continuous service to Murray & Associates Surveyors & Town Planners, overall he has worked for the company for 33 years. The Directors congratulate Fergus on this achievement and thank him for his service to guiding and mentoring the next generation of surveyors in our company.

Fergus began as Manager of our Gympie Office and then in 2004 relocated to our Roma office and continues to oversee this region and manage our mobile workforce. Fergus’s wife Diane assists him in the Roma office for administration and at times has been a welcomed field assistant – they are a great regional team for our company.
Prior to 1992, Fergus actually first started his surveying career as a Trainee Surveyor with Murray & Associates (formerly JFH Murray & Associates) in 1976 and stayed with us for 8 years. Between 1984 and 1992 he continued to gain valuable field experience within Queensland in Seismic Exploration and also overseas in New Guinea before returning to Murray & Associates.
Fergus is a very proud Queenslander and if you are ever travelling with Qantas on a A380 look out for the one called Fergus McMaster. This plane is named after his Grandfather Sir Fergus McMaster who was a co-founder and the first Chairman of Qantas. Anyone who visits our Roma office will see the proud display that Fergus has accumulated and he is always happy for a cuppa and a chat.

Fairbairn Dam Spillway Safety Improvement Project

Our Emerald office is currently engaged by SRG Limited who are the civil contractors carrying out the work on the spillway at Fairbairn Dam for SunWater which is 17km south-west of Emerald and 270km west of Rockhampton.

The project is called Fairbairn Dam Spillway Safety Improvement Project and we are carrying out all setout works for the project. This photo was taken whilst carrying out a setout of anchors to be installed in the spillway wall. Once setout those drill rigs you can see in the photo drill a hole for the anchors. All those little bars you can see pointing vertically out of the wall are new anchors that have been installed.

Wet Wednesday 22nd June 1983

Sunshine Coast – Wednesday 22nd June 1983 is known to locals as Wet Wednesday and was a day many of us remember, the Nambour office of Murray & Associates literally had a river flowing outside our door and through our shed.
Staff spent the next few days walking along Petrie Creek recovering our stakes and surveying supplies that were washed away.
Whilst water did not make it into our downstairs offices it was certainly lapping at our doorstep and around our building as the photos show.
Petrie Creek whilst normally flowing casually through the centre of Nambour can and does become a fast flowing river in times of large heavy rainfall.

Surveying My Life An Autobiography

In 2007 Surveying My Life An Autobiography written by J.F.H (Fred) Murray, O.B.E. and edited by Dot Whittington was first published.
We do have a few final copies available for purchase from our Nambour office for $20.00.
This is not only an account of the early surveying years in Queensland but also details Fred Murray’s terms as councillor, Mayor and his involvement in various sporting clubs such as rugby league and surf life saving.
In 2010 we donated a copy of this book to each public library and local museum in the regions Murray & Associates has conducted surveying services. We received wonderful letters of appreciation and acknowledgement of the rich history this book entails.

Murray & Associates are pleased to sponsor a team of staff and supporters this year in the Central Sunshine Coast “Relay for Life” being held on Saturday 31st August at the Nambour Showgrounds.
We have been supporting the various fundraising efforts for this event.
The Team name is “Murray’s Benchmarks” and includes a hand crafted mini baton in the shape of a field stake.
At 7pm a Candle light walk is held for those survivors & those with cancer and their families to walk together in support and reflection.

Murray & Associates Celebrates 100 Years

Murray & Associates is the longest serving surveying and town planning consultancy in Queensland and has a very long and proud history. The company Murray & Associates (QLD) Pty Ltd was formed by the associates of Mr James Frederick Hawke Murray (known as JFH Murray) following his death in 1995. The company is directly descended by Mr James Nicholas Murray’s (known as JN Murray) survey practice which commenced operations in 1913 when JN Murray established a survey practice in Rockhampton. Mr Frederick Mark Murray (Mark Murray), a Director of the present company, is the third generation Murray to become a licensed surveyor and continue a line of direct involvement with this profession. In 2009, Jack Thomas Murray (son of Mark) joined the firm as a Surveyor representing an unprecedented fourth generation of the Murray family involved in the surveying business.
JN Murray commenced his surveying career in 1910 and was licensed in 1913. Prior to commencing practise he accepted a governmental appointment in New Guinea where he surveyed areas around the mouth of the Fly River, which coincidently, was not too far from the area where Mark Murray worked for two years whilst employed as a Senior Surveyor on the OK-Tedi project between 1981 and 1983. During World War 1 JN Murray landed at Gallipoli and being the only licensed surveyor there, carried out topographical and detail surveys and many of his original records are still held by the Murray family. These field notes detail the various tunnels, trench set outs, firing lines and topographical features of the peninsular. During this time JN Murray was wounded and hospitalised to Australia suffering from deafness and the effects of mustard gas which remained with him for the rest of his life. JN Murray’s practise was involved throughout Central Queensland carrying out surveys in Blackwater, Mt Morgan, Emerald, Clermont, Charters Towers and many other towns and rural properties in Central Queensland.
JN Murray’s son Mr Fred Murray commenced articles with his father in 1937 and both surveyors were employed surveying airports and carrying out many topographical surveys for military mapping purposes throughout North Queensland during the war years. Following World War II JFH Murray commenced practise on the Sunshine Coast in Nambour and a short time later the Central Queensland operations of JN Murray and the practises of JFH Murray merged giving the practises the opportunity to compete for larger projects. Over the next three decades JFH Murray’s practice became one of the largest surveying practises in Queensland – J. F. H. Murray & Associates. JFH Murray whilst still owner of the surveying practise became the Mayor of the Maroochy Shire Council and retired from that position after nine years of service and passed away some three years later.
The company Murray & Associates (QLD) Pty Ltd was formed following the death of JFH Murray and at that time five of the company surveyors had been employed continuously by J. F. H. Murray & Associates in excess of 35 years. Directors at the time, Mark Murray, John Campbell and the late Barry Andrews headed field parties which carried out the original lease work for Utah Development Company on their first coal mining lease at Blackwater and carried out much of the surveying for all the leases held by that company in the Central Queensland area as well as carrying out many engineering projects. The company has continued its involvement with the Central Queensland mining industry following the purchase of those mines by BHP Coal Pty Ltd
The Central Queensland office for Murray & Associates (QLD) Pty Ltd was originally established at Rubyvale in the late 1970’s and later moved to Emerald where the practice has been successfully operating for the last 30 years. This Central Queensland office is managed by Mark Murray who has been continually involved with the mining industry since commencing articles in 1963.

The tradition continues

Craig Andrews (the son of the recently passed Barry Andrews), Andrew Campbell (the son of recently retired Director John Campbell), and Jack Murray (son of present Director Mark Murray) have all joined the company and continued the tradition and foundation created by their Fathers. Andrew and Craig are now Directors of the company. Present Director Ian Smith who commenced employment with the company in 1991 has also provided over 20 years of exemplary service for the Company.

The existing company

Murray & Associates currently operates from six major offices throughout Southern, Central and Western Queensland. In 2003 the company introduced its first qualified Town Planner and now Director Blake Bell who has evolved the Town Planning section of the company with five dedicated and skilled Town Planners operating throughout Queensland. The company presently employs 60 full time employees and the long and proud tradition of the Company continues…
